Facility Inventory Analysis

It is imperative that the EFMP provide the information necessary to make objective data driven decisions. The culmination of this data for our facilities can be found in the Facility Needs Indexes (found in the next section). These spreadsheets weight the critical facility data in order to better prioritize capital spending. The spreadsheets are composed of several key components, which will be defined in the following section: 1. FCI – Facility Condition Index a. An industry standard index that objectively measures the current condition of the facility (3rd party assessment). 2. PI – Program Index a. An index that measures the educational program adequacy by building size. 3. U% - Utilization a. A measure of a school’s capacity efficiency (FTE/State Rated ` Capacity). 4. FTE – Full Time Equivalent (Enrollment) a. Captures the schools where we can have the greatest impact on the greatest number of students. 5. FQI – Facility Quality Index a. Condition of the facility plus our ability to adequately teach in the available space (FCI+PI). The data for each of these categories can be found in figure 3 (on a subsequent page). The schools are ranked 24-1 (24 total schools), with 1 representing the best school and 24 representing the worst school in that category. While each category is important, it is essential that the data be weighted in an objective manner that will help determine a priority order of where dollars should be spent. The weighted scores are utilized to create two unique Facility Need Indexes. The first of which is the Major Capital Improvement Index. This index is used to determine which schools are in the most need of replacement or major renovations (with possible additions). The second is the Systemic Index. This index is used to determine which schools are in need of critical systemic projects. These schools are typically schools which fall in the mid to lower half of the Major Capital Improvement Index. This indicates that the school will not be undergoing any major capital project in the near future and that the key systems within the school must be kept functional in the interim. The Facilities Need Index (Major Capital Improvement) is comprised of three weighted categories: FQI, Utilization and FTE. FQI is weighted the highest, as it combines both the FCI and PI numbers. With a portfolio of aging schools these numbers are vital to monitor. As you can see in figure 1 (on a subsequent page), the total average age of our schools is 31 years, with many of the schools well beyond this threshold. As utility and service requirements increase, the operational efficiencies and performance characteristics of these older schools begin to degrade and often become obsolete.
